OFAC: alert on false flags in Iran's shadow fleet
Updated to
In brief: on 4 November 2026 OFAC, the sanctions office of the US Treasury, published an alert on the sanctions risk for those who provide services to vessels flying a “false flag”, and designated a network of fraudulent ship registries based in India and Singapore, together with a Turkish ground services company for Iranian airlines. For those who export or ship, the practical point is the flag: for OFAC, a vessel without a verifiable flag is a strong indicator of sanctions risk.
What happened?
On the same date OFAC published the alert “Iranian Shadow Fleet Reliance on False Flags for Sanctions Evasion” and added to the SDN list entities linked to a network of fraudulent ship registries, under Executive Order 13902, which covers, among other things, Iran's petroleum, petrochemical and aviation sectors. It also published Venezuela-related General License 5AA and amended FAQ 595.
What does the alert say about false flags?
According to OFAC, a false flag is either a flag issued by a fraudulent registry, not authorised by the country it claims to represent, or a flag declared by a vessel with no registration documents. The alert states that operators of the Iranian shadow fleet resort to them more and more often. Maritime service providers, including insurers and trade finance institutions, are asked to carry out enhanced checks on vessels showing indications of a false flag. The signals listed are:
- a flag that is unknown or absent in maritime databases;
- a flag of a jurisdiction often indicated as false in those databases;
- an MMSI (Maritime Mobile Service Identity) code with a country prefix that contradicts the declared flag;
- a flag of a jurisdiction with no known ship register;
- registration documents that cannot be verified.
Who was designated?
| Entity | Location stated by OFAC | Role according to the US Treasury |
|---|---|---|
| Eswatini Maritime Affairs and International Ship Registry Pte. Ltd. | Singapore | registry that, according to the Treasury, continues to offer flagging services despite the public disavowal by the authorities of Eswatini |
| Oceaniek Technologies India | Chandigarh and Mohali (India) | company used to create deceptive flag registries |
| Aryavart Ship Management Private Limited | Chandigarh (India) | company in the network, administered on paper by designated persons |
| Other Indian companies in the network | India | Precept Trends, Polynesia Maritime, Alexarya Finserv, Alexarya Media and Entertainment, Viharaboating, Aryavart Maritime and Educational Trust |
| Fugo Ground Services Inc | Istanbul (Türkiye) | ground services to Iranian airlines already designated by the United States |
The Treasury describes websites that present themselves as registries of countries that have not authorised them, for flagging, seafarer training and ship classification. Five individuals were also designated: their names are on the OFAC page linked in the sources.
What does it mean?
For US persons, under OFAC rules, transactions with designated parties are generally prohibited without a licence. OFAC warns that services to vessels with false flags expose providers to designation or sanctions. The announcement does not mention Italian companies: the effect to check for those exporting from Italy concerns dollar payments, correspondent banks and partners with ties to the United States.
What to do if you ship by sea
- Check the flag of the vessel used by your freight forwarder in maritime databases, and compare the MMSI prefix with the declared flag.
- Ask for the registration documents when the vessel or shipowner is new to you, and be wary if they cannot be verified.
- Search names and IMO numbers in the OFAC list (Sanctions List Search) and in the EU Sanctions Map.
- Ask your bank whether payments to a new freight forwarder pass through US correspondent banks.
The same check applies to the Italian side of the chain: a distributor or intermediary that buys in order to resell abroad. The beneficial owner (€9.90) reconstructs from the Registro Imprese (Italian Companies Register) the shareholders and directors of the Italian company you are signing with, before you ship the goods.
